Merchant Marines are known as freelancers that work for the Astro Concord and if necessary serve the Emperium. Their tasks are to explore and operate beyond the boundaries of Crimus territory, given a small vessel to start their journey across the Galaxy.
Given the Crimus's isolationist attitude among the Galaxy it was proven time after time outside trading made a significant amount of difference to mercantile condition. In addition, hidden checkpoints could place a more widespread network for the Regime. As a result, the Astro Concord formed the Merchant Marines to resolve those concerns.
Expeditions by 2320 were given orders to set up key trade routes to their assigned outposts, eyeing for new races to interact with. Merchant Marine Captains are given the freedom to enact personal policies inside their vessel, even allowing a Pact to aid them with their journey. However, it is important for Marines to not abuse their privileges so thoroughly. As it is proven true a Marine can be subject to severe consequences for disrespecting conduct.
It is within a Marine Captain's right to requisite companions within the Regime or even form an agreement with individuals outside. This is usually called a Pact. Although official members of the Astro Concord frown upon Pacts with outsiders it could be justified for the Marine Captain in order to gather knowledge outside of Crimus worlds.
